My neighbor on the corner of front and Kenilworth continues to keep trash on the sidewalk and in his backyard. His home and surroundings are a hazard to children walking on the sidewalk. Rats live in his backyard which is filled with trash and debris. He refuses to take any action and appears mentally unstable.
